Aims/Objectives: |

| The key action objectives of the Global Master Plan for Cycling are to enhance sustainable development and improve the quality of life in urban communities. The Partnership/Initiative contributes to these objectives, by facilitating national and local authorities to develop and implement a more sustainable transport system with a significant share of non motorized modes. | | The bicycle is a clean, non-polluting mode of transport that consumes no fossil fuels and little space, but still, as an alternative to the private automobile, ensures mobility and accessibility. Facilitating cycling is essential in a pro-poor policy, since it saves time and increases income generation opportunities. | | The initaitive will promote the development, promotion and implementation of Cycling Master Planning in countries and cities all over the globe with the aim to contribute to: | | CO2 emission reduction / climate change control /improving air quality | | Road safety & overall traffic management | | Poverty relief | | Sustainable economical development | | Accessibility and Emancipation | | Health promotion | |

Measurable results and specific
targets: |

| The Partnership/Initiative will execute a 10 year program on each continent, to be evaluated mid term in 2006 and finally in 2012, aiming at the development, promotion and implementation of Cycling Master Planning in countries and cities all over the globe. Specific targets include: | | Publish research reports on the contribution of Cycling Master Planning towards CO2 emission reduction, road safety and traffic management, poverty relief, sustainable ecological development, accessibility and emancipation, and health promotion. | | Publish Status Reports on the implementation of Cycling Master Planning for each continent with cost benefit analysis. | | Initiative training college for cycling master planning which will provide training courses for civil servants. | | Create VeloInfo, a web based expertise centre. | | Implement Cycling Master Planning in 75 countries and 150 cities. | |

| The project will be monitored through the Thematic Network and the Global Master Plan for Cycling website. | | The Partners are asked to commit themselves to generating adequate support in kind as well as contribute to finding funds to make the initiative feasible. | |
