Aims/Objectives:

This partnership aims to deliver water, sanitation, and electricity services to the city of Casablanca in Morocco. The aims of the different partners are:

City of Casablanca - To master the development of public services in accordance with the urbanization plan of the city;

Communities - To participate actively to connect their neighbourhoods to basic services, and to obtain access to social and financial services that improve their living standards (hygiene education, micro-credit and economic activities);

Operator - To demonstrate the efficiency of delegated management contracts to serve the urban poor in a collaborative process that involves all stakeholders, to play an active role in the development of the city of Casablanca, and to limit losses and illegal connections and save water in an arid country .

   

Measurable results and specific targets:

More than 11 000 households have now been connected to the electricity grid.

Successfully launched a “blue connection” programme, designed to facilitate access to drinking water for very low income individuals. More than 4000 households connected to the water network and major water savings have been realized.

Defined community organization actions and training programs for the different partners. For example, more than 90,000 hours of training have been given to Lydec staff.

The evaluation of the principles, methods and mechanisms of this project will assist in developing guidelines for further projects to serve the urban poor in similar conditions.

   

Implementation mechanisms and further application:

The aim of this partnership is to set up coherent pilot structures with a transparent functioning. Three pilot entities control the project.

The Orientation of the project is done by the societal board , where institutions, administrators, LYDEC, users are represented to define the objectives, level of power and mandate of all parts, to control the implementation of the project and to assume the management of work fund.

The Execution of the project is carried out by the advancement committee, where World Bank, users, Lydec users assume the means and implementation and to control the advancement of the project.

The Project team realizes the feasibility studies and planning and coordinates the sub-contractors under the control of the advancement committee.

The project will develop a body of expertise and knowledge that will serve as guidelines for the development of other low income neighbourhoods in similar conditions.
