Aims/Objectives:

Overall objectives: To provide basic services to the whole population, and especially the poor, through an effective public-private partnership; and to protect the health and the environment of periurban districts of the Eastern Cape Province through the development of sanitation services.

National Government: To provide basic services to the population.

Municipal Governments: Meet the urgent demands for basic social and sanitation services in the newly created territorial organisation.

Communities: Take an active part in this community-based project in order to be connected to basic, social and hygienic services.

Private Sector: Achieve sustainable servicing of the poor communities through a public-private partnership that demonstrates the efficiency of delegated management.

   

Measurable results and specific targets:

The actions to achieve within the life cycle of the project are the following:

Set up financing principles and mechanisms, based on a socio-economic survey and a urbanization diagnosis.

Define the set of services to be proposed to the community (ex: different types of water supply).

Conduct demand assessment and willingness to pay study.

Define community organisation actions.

Develop training programs for all different partners.

   

Implementation mechanisms and further application:

The aim of this partnership is to set up coherent pilot structures that function transparently. To do so three pilot project entities will be established:

The Multi-Stakeholder Steering Group will define the objectives, level of power and mandate of all parties, control the implementation of the project. Institutions, municipal councilors and officials, WSSA, NGOs , trade unions of municipal workers, civic associations and users are represented in this group.

The Progress Committee will assume the means and implementation and to control the advancement of the project. Donors, users, Municipal officials and WSSA are represented on this committee.

The Project Team will realize the feasibility studies, and the planning and coordination of the subcontractors under the control of the Progress Committee. It is composed of WSSA in regular liason with Municipal Officials.
